摘　　要：涉诉信访是人民监督和制约国家权力、政治参与和民意表达、寻求权利救济的重要途径,对于维护社会稳定、构建和谐社会曾发挥重大作用。如何深化和完善涉诉信访制度使其符合社会治理现代化要求并为促进社会治理现代化作出贡献成为涉诉信访工作需要面对和解决的问题。本文以我国涉诉信访制度的内涵和功能为逻辑起点,梳理2013年改革以来至2020年来信来访案件办理情况并进行实证研究,结合从事涉诉信访工作的实践经验,深入分析涉诉信访工作机制的现状,着重探讨新时代涉诉信访工作机制的法治化挑战,并提出了新时代涉诉信访工作机制法治化实现的路径。Complaint letters and visits involved in litigation is an important way for people to supervise and restrict state power,political participation and public opinion expression,and seek right relief,which has played an important role in maintaining social stability and building a harmonious society.How to deepen and improve the complaint system to meet the requirements of social governance modernization and contribute to the promotion of social governance modernization has become a problem that the complaint work needs to face and solve.This article takes the connotation and function of China's complaint reporting system as the logical starting point,combs the handling situation of letter and visit cases from 2013 reform to 2020,and carries out empirical research.Combined with the practical experience of complaint reporting work,this paper deeply analyzes the current situation of complaint reporting work mechanism,and focuses on reflecting on the challenges of legalization of complaint reporting work mechanism in the new era,It also puts forward the path to realize the legalization of complaint reporting mechanism in the new era.
