摘 要:以福建省2020年省级以上开发区土地集约利用评价数据为基础,分级别、分设区市对开发区土地集约利用水平差异进行对比分析,发现福建省开发区存在土地开发供应程度差异大,土地开发过饱和和开发不充分共存、存量低效土地处置难,特别是起步区低效产业用地再开发难度大以及企业入园标准把关不严,退出机制未严格执行等问题,造成全省开发区土地集约利用整体水平不高。借鉴厦门市、南安市、龙岩市等典型地区在提升开发区土地集约利用水平的先进做法、模式和经验,提出包括科学规划园区、创新工业用地供应方式以及多措并举盘活低效产业用地、推行产业用地“标准地”出让制度等在内的对策建议,提升全省开发区土地集约利用水平,进而推动开发区高质量发展。Based on the Fujian 2020's province-level and national-level industrial land intensive land using level assessment,the article analyzes the level difference among the different industrial land and realizes the industrial land has some problems in land use including obvious difference about land developing and supplying level(land overdevelopment and land insufficiency exist and etc),some industrial land has problems to deal with the inefficient use land especially the core area.Besides,some industrial lands aren't strict enough to approve enterprises to enter into.All these problems lead to the lower-level in intensive land use.The article draws on the advanced experience of industrial lands in Xiamen,Nanan and Longyan.The article also provides some suggestions including scientific planning,inventing some new land supplying methods and using some ways to recycle the inefficient using land and carry out“standard land”to promote the intensive level and push the industrial land to achieve high-quality development.
