摘　　要：转基因生物安全评价与转基因生物技术的发展相伴而行。随着生物工程技术日新月异的发展,转基因生物安全监管也日益完善,目前我国已设立一套相对完整的转基因监管体系。本文对转基因生物安全的提出与发展进行回顾,分析了转基因生物安全评价在农业生产中的意义,并通过对比我国与美国和欧盟的转基因管理体系异同,探讨了我国转基因生物安全评价的原则、制度等,对转基因安全评价管理体系的建设发展做出展望。The safety evaluation of genetically modified organisms is accompanied by the development of genetically modified biological technology. From the discovery of nucleic acid as genetic material, to the recognition of nucleic acid, and then to the modification of genetic material nowadays, bioengineering technology is developing rapidly. The safety supervision of genetically modified organisms accompanied with the biotechnology has become more and more perfect. At present, China has established a set of regulations and technical systems of transgenic safety management. This paper reviews the proposal and development of genetically modified organism safety, and analyzes the significance of genetically modified organism safety evaluation in agricultural production. By comparing the similarities and differences of the genetically modified organism’s management system among China, the United States and the European Union, we discussed the principles and systems of safety evaluation of genetically modified organisms in China, and made a prospect for the construction and development of the management system of genetically modified safety evaluation.
