浅析内河水上加油站(船)油品跑冒漏事故发生的原因及防范措施

摘　　要：以三起典型的内河水上加油站(船)油品跑冒漏事故为例,指出事故的主要原因是加油作业人员操作不当、装卸作业监管不力、储存设备存在缺陷以及员工安全意识不强,提出了应当采取的措施:一是提升加油站员工的操作水平;二是做好装卸油作业过程的巡查;三是加强储运设备设施的检查;四是搞好日常的安全培训;五是做好防止油品泄漏污染的物资器材准备,确保水上加油站(船)的安全运营。Take three typical inland river gas station(ship)oil lea kage accidents as examples,it is pointed out that the main causes of accident are improper operation of refueling operators,ineffective supervision of loading and unloading operation,defects of storage equipment and weak safety awareness of employees.The following measures are put forward,such as,improving the operation level of gas station staff,perfecting the inspection of oil loading and unloading process,strengthening the inspection of storage and transportation equipment and facilities,improving the daily safety training,and preparing materials and equipment to prevent oil leakage and pollution,which can ensure the safe operation of gas station(ship)on water.
