摘　　要：水权登记是确认水权不动产物权属性的行为,是建立物权化水权制度的重要内容。建立水权登记制度,需要修改《中华人民共和国水法》,明确赋予水权物权属性,并确立水权登记制度。水权登记制度的内容包括水权登记的制度模式与登记机构、水权登记的类型、内容及程序等方面。The registration of water right is the act that the registration authority records the fact of the establishment,alteration and rescission of water right in the register.The system functions of water right registration and water-drawing permit are different.Water-drawing permit is an act that water administration grants water drawing right to the water user on behalf of the water owner.Water right registration is an act to confirm the real right property of real estate of water right,which is an important content of establishing a water right system of real right.To establish the registration system of water right,it is required to modify the Water Law,specifically grants the property of real right to water right,and establish the registration system of water right.The system content of water right registration includes the system mode and registration authority of water right registration,the type,content,procedure of water right registration.
