中央地勘基金项目成果处置的思考

摘　　要：截至2021年5月底,中央地勘基金共下达中央地勘基金项目预算近48亿元,实施了383个项目。其中,全额投资勘查项目180个,合作投资勘查项目203个。2016年,中央财政停止下达中央地勘基金项目预算,基金管理工作转入结题验收和成果处置环节。中央地勘基金项目成果处置工作体系在探索实践的过程中逐步完善,但是仍存在工作进展缓慢,成果处置制度、程序不完善,合作投资勘查项目处置被动等一些亟待解决的问题。为了解决上述问题,文章结合中央地勘基金实际情况及当前矿业市场形势提出以下建议:一是明确中央地勘基金项目核销标准;二是建立中央地勘基金收益循环模式;三是推进中央地勘基金公司化转型。As of the end of May 2021,the Central Geological Exploration Fund has issued a total of nearly 4.8 billion yuan in the Central Geological Exploration Fund project budget and implemented 383 projects.Among them,there are 180 fully invested exploration projects and 203 cooperative investment exploration projects.In 2016,the central finance stopped issuing budgets for the Central Exploration Fund projects,therefore,the fund management was transferred to the stage of concluding acceptance and achievement disposal.The project results disposal system of Central Geological Exploration Fund is gradually improved in the process of exploration and practice,however,there are still problems that need to be solved urgently,such as the work is proceeding slowly,the results disposal system and procedure are incomplete,the disposal of cooperative investment exploration projects is passive,etc.In order to solve the above problems,the article combines the actual situation of the Central Geological Exploration Fund and the current mining market situation to put forward the following suggestions:first,to clarify write-off standards of projects in the Central Geological Exploration Fund;second,to establish a revenue cycle model of Central Geological Exploration Fund;third,to promote the corporatization of Central Geological Exploration Fund.
