摘　　要：文章通过梳理《广州市公共图书馆条例》实施效果,认为条例落地实施效果总体较好:政府发挥主导作用,社会力量重要参与;公共图书馆管理体制不断健全;公共图书馆体系建设基本实现全覆盖,服务效能显著提升。同时,文章针对部分区、镇政府执法意识不高、公共图书馆事业发展不平衡、人才队伍建设整体滞后等问题展开分析并提出建议,以期为国家以及各地方图书馆立法实施提供参考。This paper summarizes the implementation effect of Guangzhou Public Library Regulation,considers that the implementation effect is generally good.Government exerts a leading role,and social forces play an important role;the management system and mechanism of public libraries are constantly improving;the construction of the public library system has basically achieved full coverage,and the service efficiency has increased significantly,and shown a substantial growth trend.Meanwhile,this paper analyzes some problems,such as the low awareness of law executive consciousness in some districts and towns,the unbalanced development of public library,and the hysteresis of talents team construction and cultivation,and submits proposals,in order to provide reference for the implementation of national and local library legislation.
