南水北调中线工程通水前后白洋淀湿地生态服务价值变化分析

摘　　要：南水北调中线工程是缓解我国黄淮海平原水资源严重短缺、优化配置水资源的重大战略性基础设施。在其发挥巨大社会效益和经济效益的同时,其对生态环境的影响一直缺乏科学的定量评价。白洋淀湿地作为沿线规模最大的湿地,其在通水前后的生态服务价值变化对整个南水北调中线工程的生态环境效益评估具有重要的参考价值和指向性。基于此,构建了白洋淀湿地的生态服务价值评估指标体系,定量评价了白洋淀湿地2008—2018年逐年的生态服务价值,并筛选出了影响白洋淀湿地生态服务价值的核心指标。结果表明:①白洋淀湿地生态服务价值在11年间总体呈上升趋势,从2008年的50亿元增长到2018年的110亿元,且2015年以后的上升趋势尤为明显。这在一定程度上表明:南水北调中线工程对白洋淀湿地的生态服务价值的提升有积极的促进作用。②文化传承、洪水调蓄、休闲旅游、生物多样性、净化水质和水资源供给这6个指标可作为白洋淀湿地生态服务价值评估的核心指标,其余指标可作为参考指标。The Middle Route Project of South-to-North Water Diversion is a major strategic infrastructure to alleviate the serious shortage of water resources and optimize the allocation of water resources in the Huang Huai Hai Plain of China.While the project plays a great social role and economic benefits,its impact on the ecological environment has been lack of scientific quantitative evaluation.As the largest wetland along the line,the changes of ecological service value of Baiyangdian Wetland before and after water supply have important reference value and direction for the ecological environment benefit evaluation of the whole Middle Route Project of South-to-North Water Diversion.In view of this,the ecological service value evaluation index system of Baiyangdian Wetland is constructed,the annual ecological service value of Baiyangdian Wetland from 2008 to 2018 is quantitatively evaluated,and the core indexes affecting the ecological service value of Baiyangdian Wetland are selected.The results are as follows.Firstly,the ecological service value of Baiyangdian Wetland showed an upward trend in the past 11 years,from five billion RMB in 2008 to 11 billion RMB in 2018,and the upward trend is more obvious after 2015,which indicates that the Middle Route Project of South-to-North Water Diversion plays a positive role in promoting the ecological service value of Baiyangdian Wetland.Secondly,the six indicators of cultural heritage,flood regulation,leisure tourism,biodiversity,purified water quality,and water supply can be used as the core indicators for the evaluation of the ecological service value of the Baiyangdian Wetland,and the remaining indicators can be used as reference indicators.
