摘　　要：基于近年来黑龙江省委省政府开展"健康龙江行动"的大背景,从地理与政策、人口与健身、教育与人才等几个方面分析阐述群众冬季健身综合环境。着眼于群众在冬季健身方面的现实需求,通过专家访谈和归纳提炼,认为近年来黑龙江省群众冬季健身环境总体面貌和发展趋势向好,但在资源分配和管理模式的推广上仍需要进行优化设计。指出,应通过创新思想理念,树立正确的发展意识;深化政府改革,破除体制机制性障碍;强调以人为本,建立多级联动模式;挖掘冰雪文化内涵,打造龙江品牌活动;发展冰雪体育产业,拓宽群众的参与渠道等创新协同治理举措,实现黑龙江省冬季健身环境的全面优化和创新协同管理。Based on the background of"healthy Heilongjiang action"carried out by Heilongjiang provincial Party committee and provincial government in recent years,this paper analyzes and expounds the comprehensive environment of mass fitness in winter from the aspects of geography and policy,mass and culture,education and popularization.Focusing on the practical needs of the masses in winter fitness,through expert interviews,induction and refinement,it is concluded that the overall appearance and development trend of the masses’winter fitness environment in Heilongjiang Province have improved in recent years,but the optimization design is still needed in the promotion of resource allocation and management mode.It is pointed out that we should establish a correct sense of development through innovative ideas;Deepen government reform and remove institutional obstacles;Emphasize people-oriented and establish a multi-level linkage model;Excavate the connotation of ice and snow culture and create Heilongjiang brand activities;Develop the ice and snow sports industry,broaden people’s participation channels and other innovative collaborative management modes,so as to realize the comprehensive optimization and innovative collaborative management of winter fitness environment in the province.
