摘  要:本文利用画像阶段建立表征专利审查主体个性特点的标签体系,借助评估阶段超效率DEA模型确定的影响专利审查群体的专利审查效能的关键因素,构建"标准人"量化高效能专利审查指标。同时,借鉴"冰山模型"的原理,兼顾显性、隐性素质培养,为不同专利审查个体进行专利审查安排、事务处理等最优路径规划,提供切实可行、短期见效的高效能引领低效能的效能提升方案。对不同专利审查群体从显性和隐性角度有侧重的激发潜能,尝试解决传统培养方式与专利审查主体能力特点相脱节的问题,聚焦如何提升不同专利审查个体的专利审查效能。A label system for representing the individual characteristics of a patent examiner is established in an image stage, and a "standard person" quantitative high-efficiency patent examination index is established by means of key factors which are determined by an evaluation stage super-efficiency DEA model and influence the patent examination efficiency of a patent examination group. Meanwhile, by using the principle of an "iceberg model", dominant and recessive quality cultivation is considered, optimal path planning such as patent examination arrangement, transaction processing and the like is performed on different patent examination individuals, and a feasible and short-term effective efficiency improvement scheme with high efficiency and low efficiency is provided. The method has an excitation potential with emphasis on different patent examination groups from the dominant and recessive angles, tries to solve the problem that the traditional culture mode is disjointed with the capability characteristics of patent examination individual, and focuses on how to improve the patent examination efficiency of different patent examination individuals.
