摘　　要：强化基础研究,编制科学客观的水资源资产负债表,有利于深入贯彻落实“十六字”治水思路,推动水资源集约安全利用。分析了水资源资产负债表在践行节水行动、助力水资源空间均衡、提升流域治理能力、促进政府与市场协同发力等方面的积极作用,揭示了现行水资源资产负债表研究的局限及误区,并据此提出了水资源资产负债表构建未来需要重点研究的问题。Strengthening basic research and compiling a scientific and objective water resources balance sheet is conducive to the in-depth implementation of the"Sixteen Characters"thoughts on water governance,thereby promoting the intensive and safe use of water resources.Based on the analysis of the positive role which the water resources balance sheet plays in implementing water-saving actions,boosting the spatial balance of water resources,improving watershed governance capabilities,and promoting the collaboration between the government and the market,as well as revealing the limitations and misunderstandings of the current research on water resources balance sheet,this essay brings forward the key issues with regard to the construction of water resources balance sheet that needs to be studied in the future.
