高铁开通对地级市土地财政行为的影响——基于中国275个地级市的PSM-DID检验

摘　　要：高铁是重要的基础建设项目,会对经济生活产生深远影响。根据2003~2017年的土地出让金数据,运用倾向值匹配得分—双重差分方法的实证研究发现:高铁开通会增进地级市的土地财政行为,且其对土地财政的增进效应在发达城市和欠发达城市之间存在差异。我国高铁建设应避免引发地方政府“竞争锦标赛”使地方政府尤其是西部政府更加依赖土地财政的效应。High speed railway is an important infrastructure project,which has a profound impact on economic life.Based on the data of land remise fund from 2003 to 2017,an empirical study on the appcication of propensity value matching score-double difference method finds that the opening of high-speed railway will enhance the land financial behavior of prefecture level cities;and the promotion effect of high-speed rail on land finance is different between developed and underdeveloped cities.While constructing high-speed railway,we should be alert to the effect that high-speed railway intensifies local government’s“competition championship”making local government more dependent on land finance.
