摘　　要：中国共产党成立百年来,城市管理工作从无到有,从学习摸索到形成相对成熟的思想体系,从服务于工业生产、经济建设和城镇化到城市治理现代化,取得了令世人瞩目的历史性成就。回顾党的城市管理思想和实践,不同历史时期城市管理的工作重点、职责范围、体制机制、管理方式等随着国家发展形势和城市发展阶段而有所不同,总体上经历了由传统城市管理向现代化城市治理的演进过程。但无论如何演变,党的城市管理指导思想是一脉相承的,具有内在的逻辑一致性,始终体现了"三个坚持"的基本原则,即坚持党对城市管理工作的组织领导,坚持服务于党和国家发展的中心任务,坚持依靠人民群众和为人民群众服务的工作方针。Throughout the past century since the founding of the Communist Party of China,city management has grown out of nothing,with a relatively mature ideological system established from studying and exploring,and has been serving industrial production,economic construction,urbanization and modernization of urban governance,with world-renowned historic achievements realized.After reviewing the Party’s city management thoughts and practices,it’s found that the focus,responsibilities,systems and mechanisms,management methods of city management in different historical periods vary with the development of the country and cities,which displays the evolution process from traditional city management to modern city governance.But no matter what the variation,the Communist Party of China holds an inter-connected guiding ideology for city management at each stage,showing consistency in internal logic as an embodiment of the basic principles of the“Three Insistence”,that is,the insistence on the leadership of the Communist Party in city management work;the insistence on the major task of serving the Party and the national development,and the insistence on the work policy of relying on and serving the people.
