摘  要:针对目前内河航道服务区可持续发展能力面临的困境,从成本和收益两个角度出发,构建内河航道服务区成本收益模型,对内河航道服务区的建设运营成本和经营性净收益进行分析,探讨投资主体和经营性收益等因素对服务区运营的影响。以安徽某综合服务区为例进行成本收益测算,结果表明:内河航道服务区的经营性收益较少,建议由政府出资进行服务区主体工程建设与监管,企业进行服务区经营与服务能力提升,以维持服务区的可持续运营。为进一步提升服务区的服务能力,建议加强“航道服务区+”商业、物流等商业服务能力建设,吸引客流量,提高收益。To promote the sustainable development of the inland waterway service area(IWSA), it is necessary to understand the impact of investment, operating revenue and other factors on IWSA’s cost and benefit. In this paper, a cost-benefit model for IWSA was established to analyze IWSA’s construction and operation costs and profits. A comprehensive IWSA in Anhui province was taken as an example to calculate and analyze its costs and benefits. The results show that the operating revenue of the IWSA is rather small. The construction of IWSA’s main projects is suggested to be invested by the government who also supervise its operation. The operation of IWSA is entrusted to an enterprise who should improve its service capacity to maintain the sustainable development of the IWSA. In order to further improve IWSA’s service capacity, it is recommended that the commercial service capacity of "IWSA +" commerce, logistics, etc., should be strengthened to attract passenger flow and increase revenue.
