摘 要:新时代背景下,促进生态环境与经济的协调发展是中国实现可持续发展的重要任务。环境规制是改善生态环境的政策工具,产业转型升级推动了现代经济体系的建设,所以,环境规制政策能否有效促进产业转型升级是本文研究的重点。通过在《大气污染防治行动计划》中提到的"2+26"个城市,锁定"领导小组"的计划实施范围,为准自然实验提供了条件。基于2005~2017年的省级数据,以京津冀及周边省(市、自治区)为例,通过构建双重差分模型,研究了环境规制政策对产业转型升级的影响效应。研究发现:环境规制政策能显著促进实验组地区的产业转型升级水平,并且具有显著的地区差异性;人力资本水平、经济发展水平、基础设施建设水平和固定资产投资对产业转型升级水平有显著的正向影响;城镇化率具有并不显著的正向影响;而技术创新和对外开放程度对产业转型升级具有负影响。Under the background of the new era, promoting the coordinated development of ecological environment and economy is an important task for China to realize sustainable development. It is of great significance to study the impact of environmental regulations on industrial transformation and upgrading. Through the "2+26" cities mentioned in the "Air Pollution Prevention and Control Action Plan", the "Leading Group" plan implementation scope is locked,providing conditions for quasi-natural experiments. Based on the provincial data from 2005 to 2017, this research took the Beijing-Tianjin-Hebei and its surrounding provinces(cities, autonomous regions) as an example, and studied the impact of environmental regulatory policies on industrial transformation and upgrading by constructing a double differential model.The research found that environmental regulation policies can significantly promote the level of industrial transformation and upgrading in the experimental group;human capital, economic development, infrastructure construction and fixed asset investment have a significant positive impact on the level of industrial transformation and upgrading;the urbanization rate has an insignificant positive impact;while technological innovation and the degree of openness have a negative impact on industrial transformation and upgrading.
