摘 要:以高度不确定性和破坏性为特征的大规模伤亡事件,严重危害城市居民生命安全与人群健康水平。城市医疗服务系统是应对大规模伤亡事件的核心力量,灾害韧性为应对大规模伤亡事件提供新的视角和理论体系。结合国内外韧性研究的现状及发展动态,提出面向大规模伤亡事件的城市医疗服务系统韧性概念,结合复杂适应性理论,进行城市医疗服务系统韧性结构、边界分析,为城市大规模伤亡事件的防控提出创新性的全风险应对思路和方法。Mass casualty incidents characterized by high uncertainty and destructiveness seriously endanger the life safety and health of urban residents. Urban medical delivery system is the core force to deal with mass casualties. Disaster resilience provides a new perspective and theoretical system for dealing with mass casualty incidents. Combined with the current situation and development trends of resilience research at home and abroad, this study puts forward the concept of resilience of urban medical delivery system for mass casualty incidents and analyzes its structure and boundary based on the complex adaptability theory, so as to provide innovative full-risk response ideas and methods for the prevention and control of urban mass casualty incidents.
