摘　　要：在数字贸易全球治理上形成代表性区域贸易协定(RTA)的数字贸易规则结构,其包含了跨境数据流动、数字技术、数字知识产权保护、数字存储(设施)本地化等相关内容,但存在相应的差别。RTA数字贸易规则结构具有的核心成员国政策特征,并通过规则延展、补充或减少条款、删增例外条款方式演进。推进中国数字贸易高质量发展,需要国内政策法律先行,促进多边和区域数字贸易规则平衡并加强相关重点领域的体制机制改革。In the global governance of digital trade,a digital trade rule structure of representative regional trade a-greement(RTA)is formed,which includes cross-border data flow,digital technology,digital intellectual proper-ty protection,digital storage(facilities)localization and other related contents,but there are some corresponding differences.The RTA digital trade rule structure has the policy characteristics of core member states,and evolves through rule extension,supplement or reduction of provisions,deletion and addition of exception provisions.To promote the high-quality development of China’s digital trade,we need the introduction of domestic policies and laws,promote the balance of multilateral and regional digital trade rules,and strengthen the institutional re-form in relevant key areas.
