农业类院校中央高校基本科研业务费的管理与思考——以四所教育部直属农业高校为例

摘　　要：中央高校基本科研业务费有力支撑了高校的青年人才培养与创新团队建设,有效提升了科技自主创新能力和高水平成果培育产出能力.文章基于四所教育部直属农业高校的基本科研业务费实施情况研究,发现基本科研业务费实施过程中存在着体量不足、权责不清、考评不公、信息化低等问题,针对问题提出了加大投入力度、优化测算要素、实施绩效考核、构建科学管理体系、超前统筹预算执行、全链条信息化管理等加强中央高校基本科研业务费管理的建议.Fundamental research funds of the central universities have strongly supported the talents cultivation and the construction of innovation team of agricultural universities under the direct leadership of Ministry of Education.Moreover,supported by the funds,these agricultural universities have enhanced their independent innovation capacity as well as the ability of achievements cultivation.But there are some problems during the organization and implementation of the funds in these universities,such as lack of volume,unclear responsibility,unfairness in evaluation system and low level of informationization.Some suggestions for strengthening management of fundamental research funds of the central universities were put forward according to these problems,which including investment increasing,revising measurement plan,implementing performance measurement,constructing scientific management system,planning the overall budgets in advance and wholechain information management.
