摘 要:农业科研单位编制外人员已成为科研单位人才队伍中的重要组成部分.文章以中国农业科学院棉花研究所为例,分析了编外用工需求现状和管理中存在的问题,并从规范编外人员管理制度、明确岗位管理职责、丰富用工形式和保障编外人员权益等方面提出了加强农业科研单位编外用工管理的对策,以供其他单位借鉴参考.The personnel outside the quota of agricultural scientific research institutions have become an indispensable talent team for the development of scientific research institutions.Taking the Cotton Research Institute of Chinese Academy of Agricultural Sciences as an example,the current situation of non staff employment demand and the problems existing in management were analyzed in the paper.A series of management ideas and countermeasures to protect the rights and interests of non staff personnel were put forward from standardize the non staff personnel management system,clarify the post management responsibilities,strengthen the top-level design of talent development,innovate the classified management mechanism,establish the performance appraisal mechanism,and improve the salary system design.This will provide reference to other units.
