摘　　要：采用理论联系实际的方法,结合Y市开发区国际科技合作情况,从合作地区分布、合作方式、合作成效等方面总结了Y市开发区有关科技管理部门及时调整规划、加强项目管理、积极对接交流、搭建合作平台,创新主体积极承担国际科技合作项目、充分利用国际创新资源等开展国际科技合作的经验做法。基于当前国际科技存在的合作广度和深度不足、合作渠道单一、知识产权归属不清、复杂国际环境影响等问题和挑战,提出了针对国际科技合作专项重点布局加深合作、推进国际合作服务体系构建和丰富合作方式等有关建议。Adopting the method of theory relating to practice and combined with the situation of international science and technology cooperation in Y Development Zone,from the aspects of distribution of regional cooperation,mode of cooperation and cooperation effects,this paper summarizes the experience of the relevant scientific and technological management departments of the Y Development Zone in adjusting planning,strengthening project management,actively docking and communicating,and building cooperation platforms,as well as the experience of innovation subjects in actively undertaking international cooperation in science and technology,making full use of international innovation resources,and based on the current problems and challenges,including insufficient cooperation’s breadth and depth,single channel of cooperation,unclear attribution of intellectual property rights,complex international environmental impact,the paper puts forward three aspects of suggestions in deepening cooperation,promoting the construction of international cooperation service system and enriching the mode of cooperation.
