新时代高校如何找准发展定位?--基于兰州大学“十四五”战略规划编制的实践经验

摘　　要：高校找准发展定位是做好战略规划的关键。针对高校在确定发展定位时存在的以主观研判为主、缺乏科学规范分析等问题,研究构建了高校发展定位B-SWOT综合分析模式,并将其应用于兰州大学战略规划编制的发展定位实践工作。该模式为新时代背景下高校如何找准发展定位提供了思路:需要坚持科学分析论证与多元方法相统一、定量分析与定性分析相统一、发展历史与发展逻辑相统一、阶段性与前瞻性相统一,从而保证高校发展定位的科学性和准确性。The key to good strategic planning is to find the correct development orientation of colleges and universities.In view of the problems of subjective judgment and lack of scientific and standardized analysis in determining the development orientation of universities,the research constructs the B-SWOT comprehensive a-nalysis model of development orientation of universities and applies it to the practice of development orientation in the strategic planning of Lanzhou University.The model provides ideas for how to find the development ori-entation of colleges and universities in the background of new era:it is necessary to adhere to the unification of scientific analysis and argumentation with multiple methods,quantitative analysis with qualitative analysis,de-velopment history with development logic,and phasic study with prospective study,so as to ensure the scienti-ficity and accuracy of development orientation of colleges and universities.
