摘 要:防洪规划是矿区规划中的重要内容,是煤矿企业场地安全的基本保证,也是对流域内地表水治理及生态保护的支持性文件。首先,调查及分析了黄土高原地区不同地貌环境下的煤矿企业场址,并依据场地侵入行洪通道程度对其进行空间布局类型分类。然后,通过梳理防洪规划发展进程,针对径流产生机理,以控制水土流失为切入点,将削减洪水峰值视为要素;以生态环境保护作为目标,将生态纳入矿区防洪规划范畴,形成生态保护型矿区防洪规划思路。最后,从生态及工程两个层面阐述了不同空间布局类型的生态防洪规划策略,构建以矿区防排洪为主导、小流域生态治理为规划单元的生态保护型防洪规划模式,以期在高质量发展与自然和谐共生的理念指引下,逐步实现矿区全流域生态恢复与环境保护的新格局。Flood control planning is an important part of mining area planning and the basic guarantee of the site safety of coal mining enterprises, it is a supporting document for surface water management and ecological protection in the basin. Based on the induction and analysis of the sites of coal mining enterprises in different geomorphic environments in the Loess Plateau, spatial layout types are classified according to the extent of site intrusion into flood passage. After sorting out the development process of flood control planning, according to the mechanism of runoff generation, the control of soil and water loss is taken as the starting point. Taking the reduction of flood peak value as an element and the protection of ecological environment as the goal, the ecology is brought into the scope of flood control planning of mining areas, and the thinking of flood control planning of mining areas based on ecological protection is formed. The main points of ecological flood control planning of different spatial layout types are expounded from two aspects of ecology and engineering, and the ecological protection flood control planning mode with flood prevention and drainage in mining areas as the leading part and ecological management in small watershed as the planning unit is constructed. Under the guidance of the concept of high-quality development and harmonious coexistence of nature in the mining area, a new pattern of ecological restoration and environmental protection of the whole mining basin will be gradually realized.
