科技创新助力新阶段海河流域水利高质量发展

摘　　要：进入新发展阶段,水利发展不平衡不充分问题依然突出。针对流域水利科技改革发展新要求,海委坚持以创新为第一动力,以提升流域水安全保障为总体目标,全面推进科技强委战略,重点开展“1项战略研究+12项流域重大水问题研究+5大国际交流合作”,多措并举,谋划“十四五”水利科技发展,提升流域科技创新能力和水平,让科技自立自强成为流域水利高质量发展的战略支撑。In the new development stage,unbalanced and inadequate development of water conservancy is still a serious problem.Aiming at the new requirements for the scientific and technological reform and development of Haihe River Basin water conservancy,Haihe River Water Conservancy Commission takes innovation as the primary driving force and improving the water security of the basin as the overall goal,comprehensively promotes the strategy of strengthening HWCC on science and technology,focuses on“one strategic research plus twelve researches on major water issues in the basin plus five major international exchanges and cooperation”,takes multiple measures simultaneously to plan the development of water conservancy science and technology in the“14th Five Year Plan”,enhances the technological innovation capacity and level of the basin so as to make science and technology be the strategic support for the high-quality development of water conservancy in the basin.
