共青团在专门学校中预防犯罪的功效研究——以《预防未成年人犯罪法》的修订为背景

摘　　要：面对未成年人犯罪低龄化、收容教养虚置化、工读学校式微化等预防未成年人犯罪工作的现实困境,2020年修订的《预防未成年人犯罪法》明确提出设立专门学校,对严重不良行为的未成年人开展专门学校教育。专门教育被纳入国家教育体系,这为共青团在专门学校中参与未成年人犯罪预防工作提供了更广阔的空间。共青团是预防未成年人犯罪力量体系中的中坚力量之一,因为共青团的性质、职能、任务与预防未成年人犯罪的目标指向一致。预防未成年人犯罪是共青团的使命所在、责任所在、担当所在,在专门学校中,共青团工作面向的群体具有特殊性,需要对共青团的队伍建设、工作职责、工作路线予以明确,可以通过法治辅导员的聘任、服务职能的延伸、群众路线的贯彻等措施,助推专门学校预防未成年人犯罪功能的实现。In the face of younger juvenile delinquency, the dilemma of special education for preventing juvenile delinquency, and the decline of work-study schools, the Prevention of Juvenile Delinquency Law establishes specialized schools to provide special education for minors who have had serious bad behaviors. The Communist Youth League is a backbone force in the system of preventing juvenile crime. Preventing juvenile crime is the mission and responsibility of the Communist Youth League because of the nature, function, and task of the Communist Youth League. In specialized schools, the groups targeted by the Communist Youth League work are unique, so it is necessary to reinterpret the team building, work responsibilities, and work lines of the Communist Youth League. This can be done through the appointment of legal counselors, the extension of service functions, and the implementation of the specialized schools’ function of preventing juvenile delinquency. The measures to promote the realization of the special school’s function of preventing juvenile delinquency.
