摘　　要：应急医疗物资保障是突发公共卫生事件处置的重要支撑,直接关系到应急医疗系统的反应速度和救治成效。应急物资保障是一个受多方面因素影响的复杂系统,需要政府部门、医疗机构、生产企业等协同配合,还需要有科学的管理机制、创新机制以及专业人才培养体系。某一方面因素的缺失或不足都会影响到整个系统的运转效率。本研究以行动者网络理论为视角,结合新冠肺炎疫情防控中应急医疗物资保障实践,利用联盟网络的转译原理对协同保障机制进行深入探究。通过建立应急医疗物资保障行动者网络联盟,揭示各行动者在协同保障过程中的动力因素和协作机理。通过明确主体目标,平衡利益诉求,排除障碍因素,为打造医疗防治、物资储备、产能动员"三位一体"的物资保障体系提供借鉴。Emergency medical supplies are the foundation for epidemic prevention and control,which are directly related to the response speed and treatment effectiveness of the emergency medical system.Emergency material supplies support is a complex system that is affected by many factors.It requires the cooperation of government departments,medical institutions,production enterprises,as well as scientific management mechanism,innovation mechanism and professional talent training system.The lack or insufficiency of any factor will affect the operating efficiency of the whole system.In this study,we used the Actor-Network Theory (ANT),combined with the emergency medical supplies support practice in the prevention and control of COVID-19,to systematically research the cooperative support mechanism of emergency medical supplies.Through the establishment of the network alliance of actors,the dynamic factors and cooperation mechanism of each actor in the process of collaborative support are revealed.By clarifying the objectives of actors,balancing the interest demands and removing obstacles,it can provide reference for building a "three-in-one" medical supplies support system of medical treatment,material reserve and production capacity mobilization.
