摘 要:南京国民政府成立后,受自然与社会因素的共同影响,南京水环境不断恶化,在民生需求、政治需要的双重推动下政府开始治理。与以往相比,政府在城市水利治理中占据主导地位,治理思路更趋理性,科学技术与法律制度等被应用于治理手段与基础建设中,治理举措总体上呈现水利市政化、制度化的趋向。然而,水环境治理呈现出发展与困境并存的局面,官民之间、民间团体内部及行政集团内部都有体现,围绕是否治理、如何治理、治理权限等问题产生了诸多博弈,对治理效率和治理成效带来很大负面影响。因之,暴露出南京国民政府社会管理及专项治理能力的不足,为后来水利事业的赓续治理提供了镜鉴。The water environment in Nanjing continued to deteriorate due to the combined influence of natural and social factors after the establishment of the Nanjing National Government.The government began to govern environment issue under the dual impetus of the people’s livelihood and political needs.Compared with the past,the government occupied a dominant position in urban water conservancy governance and the governance thinking became more rational.Science,technology and legal systems were applied to governance methods and infrastructure construction.The governance measures generally showed the urbanization and institutionalization of water conservancy.However,water environmental governance presented a situation where development and difficulty coexist,which are reflected among the government and the people,within private organizations,and within administrative groups.Many games have arisen around issues such as whether to govern environment,how to govern environment,and jurisdiction,which affect efficiency and effectiveness.As a result,it exposed the insufficiency of the Nanjing National Government’s social management and governance capabilities,which provided a mirror for the subsequent governance of water conservancy.
