国土空间规划背景下的近期建设规划演变前景与展望

摘　　要：国土空间规划编制体系框架明确了总体规划、专项规划和详细规划的侧重点,但近期建设规划的地位尚未得到明确。文章总结了近期建设规划在城乡规划领域的理论探索,分析其在原城乡规划系统中的作用和困境,认为近期建设规划作为城乡规划部门单一规划的地位与城乡建设部门复杂性之间的矛盾,在客观上影响了规划成果的实效性;梳理了在机构改革、规划系统重构背景下,近期建设规划存在的必要性和可行性,认为近期建设规划是国土空间规划从目标到指标、从总体布局到近期实施的工具。在此基础上,文章探索了近期建设规划演变的前景及其嵌入国土空间规划系统的方式,提出"小空间规划"和"大行动规划"两个演进的情景。The major content of master plan,specialty plan,and detailed plan have been clarified in national territory spatial planning system,yet without immediate plan.The paper reviews the theoretical studies on immediate plan,analyzes the role and dilemma in previous urban rural planning system,and argues that the efficacy of immediate plan has been undermined by the contradiction between singularity of urban rural planning department and complexity of urban rural development bureaus.It studies the necessity and feasibility of immediate plan in the context of institutional reform,and indicates immediate plan is an instrument that turns goals to indicators,general layout to implementation.It further explores the prospect of immediate plan in national territory spatial planning system,and puts forwards two scenarios:small spatial plan,and big action plan.
