摘　　要：结合2021年《行政处罚法》修订中地域管辖权的修订内容,分析了海事行政执法的特殊性,梳理了海事法规文件及其他文件中对行政处罚地域管辖的规定,分析了现有设定的弊端,在此基础上提出了特定执法行为中的发现地管辖、船籍港管辖等例外管辖原则的立法建议。In view of the amendments to Law of the People’s Republic of China on Administrative Punishments(2021 Revision)concerning territorial jurisdiction,the paper analyzes the particularity of maritime administrative law enforcement,reviews the provisions on territorial jurisdiction in maritime laws and regulations and other instruments to identify the deficiencies with the existing territorial jurisdiction,and proposes suggestions on the legislation concerning such exceptional principles of jurisdiction as that of the the place where the violation is found and that of port of registry in certain cases of law-enforcement.
