摘　　要：传统的登轮船舶安检方式已经难以适应新冠肺炎疫情防控需要,针对港口国监督检查、船旗国监督检查和船舶现场监督三类船舶监督业务,在梳理海事机构开展远程船舶监督的公约与法律法规依据,总结国内外主管机关开展远程监管实践的基础上,运用SWOT方法分析远程监管的优势、劣势、机会和威胁,并在此基础上提出相关建议。The traditional ship inspection with a boarding visit can hardly meet the need for COVID-19 prevention and control.In view of the three categories of ship supervision activities,including port State control,flag State control and on-site ship supervision,the paper reviews relevant conventions,laws and regulations as well as the practice of remote inspection by administrations both at home and abroad,studies the advantages,disadvantages,opportunities and threat of remote inspection using the SWOT method,and proposes relevant suggestions.
