标准航海通信用语差距分析及其现代化研究

摘　　要：在使用多种语言的国际船员占比越来越高的趋势下,无线电通信或面对面交流等典型场景运用航海英语能力不足、措辞表达歧义或不规范是引发海上航行事故的重要因素。在梳理《国际海上人命安全公约》和《海员培训、发证和值班标准国际规则》关于航海口语交流和安全通信方面相关条文的基础上,回顾了国际海事组织为促进航海通信用语标准化先后制定发布《标准航海词典》和《标准航海通信用语》的历程,结合实践从术语、医疗援助、航行警告和规范性引用参考文件更新等四方面提出修订建议,以期不断完善和推动《标准航海通信用语》现代化。With the increasing proportion of multicultural and multilingual seafarers,the insufficient use of nautical English in typical communication scenarios such as radio communication or face-to-face communication,and the ambiguous or irregular expressions are frequent factors in maritime accidents.This paper sorts out relevant provisions of SOLAS and STCW on marine communication,and reviews the Standard Marine Navigational Vocabulary(SMNV)and Standard Marine Communication Phrases(SMCP)developed by the International Maritime Organization(IMO)to promote the standardization of marine communication.The author puts forward amendments to the SMCP from the four aspects of glossary,medical assistance,navigational warnings,and normative reference update,in order to constantly improve SMCP and promote its modernization.
