摘　　要：随着俄罗斯国家发展和国家利益的调整,俄罗斯农业战略也调整为具有长期发展的性质,农业发展目标于不同时期呈现阶段性变化。农业在经济下滑期间的逆势增长,其根本原因是长期以来国家战略的补贴与扶持。如今俄罗斯农业生产力得到极大提高,转型中的农业战略发生了新的调整,出台新的发展规划目的是应对经济结构失衡造成的制约因素。新的战略将深化农业产业结构改革,保障该领域向创新型可持续方向发展。其中积极开展农业合作是改革过程中的重要内容,俄罗斯农业合作以国家利益为核心,以吸引外国直接投资为目的,在开拓贸易市场的同时可以改善外交孤立的被动局面。中俄伙伴关系的提质升级也将深化双方农业领域的合作。Russia’s agricultural strategy has a long-term nature.With the development of the country and the adjustment of national interests,the agricultural development goals have changed in different periods.During the economic downturn,the fundamental reason for the contrarian growth of agriculture is the subsidy and support of the national strategy for a long time.Nowadays,Russia’s agricultural productivity has been greatly improved,and the agricultural strategy in transition has undergone new adjustments.The purpose of the development plan is to deal with the constraints caused by the imbalance of economic structure.The new strategy will deepen the reform of agricultural industrial structure and ensure the development of the leading city towards innovative and sustainable direction.Actively developing agricultural cooperation is an important content in the reform process.Russian agricultural cooperation focuses on national interests and aims at attracting foreign direct investment.It can improve the passive situation of diplomatic isolation while opening up trade markets.The upgrading of Sino-Russian partnership will also deepen bilateral cooperation in agriculture.
