摘　　要：以建有创新型产业集群的省级区域为研究对象,运用三阶段DEA模型,测度各省域创新型产业集群运行效率。研究表明,创新型产业集群综合效率平均值为0.584,纯技术效率显著高于规模效率,DEA无效集群均处于规模报酬递增状态,说明各省域均准确把握了创新型产业集群的战略定位,坚持以产业技术创新驱动集群发展,但仍需进一步加大投入力度,推动集群相关产业规模化发展。创新型产业集群效率区域分布特征明显,DEA综合效率表现为东部>中部>东北>西部。创新型产业集群效率与区域经济实力、产业结构、城镇化水平高度正相关,与地方财政可支配财力、区域创新能力呈负相关关系。据此,得到聚力关键核心技术攻关、创新型产业“飞地”建设、区域创新生态优化、产业创新链构建、开放创新突破等启示。Taking provincial regions with innovative industrial clusters as research objects,the three-stage DEA model is applied to measure the operating efficiency of innovative industrial clusters in each province.The results show that the average comprehensive operating efficiency of innovative industrial clusters is 0.584,the pure technical efficiency is significantly higher than the scale efficiency,and the DEA invalid clusters are all in the state of increasing returns to scale.This indicates that all provincial regions have accurately grasped the strategic positioning of innovative industrial clusters and insisted on driving cluster development by industrial technology innovation,but still need to increase investment to promote the scale development of cluster-related industries.The efficiency of innovative industrial clusters has obvious regional characteristics,and the overall DEA efficiency is Eastern>Central>Northeastern>Western.The efficiency of innovative industry clusters is highly positively correlated with regional economic strength,industrial structure and urbanization level,and negatively correlated with local disposable fiscal financial resources and regional innovation capacity.Accordingly,five insights are proposed,namely,tackling core technologies,constructing enclaves of innovative industrial clusters,optimizing regional innovation ecology,establishing industrial innovation chain,and breaking through open innovation.
