共担、共建、共享:中国共产党百年分配思想演进与制度变迁

摘　　要：分配问题不仅直接影响个人物质利益的满足,同时也关系着社会公平正义的实现。中国共产党自成立以来,历经百年征程,始终坚持人民立场,不断完善分配思想,优化分配制度,促进社会公平正义,增进人民福祉。分配思想指导分配制度,分配制度反映分配思想。本文基于历史时序视角,总结百年来中国共产党在分配思想和分配制度上的演变。在分配思想上,经历了由平均分配到按劳分配,由效率优先、兼顾公平到共享发展、公平正义。在分配制度上,从革命时期的战时供给制过渡到社会主义建设时期的单一按劳分配制,并在改革开放后逐步完善为以按劳分配为主体、多种分配方式并存的制度。"共担"革命使命、"共建"社会经济、"共享"发展成果是中国共产党百年来探索分配问题的实践总结,充分体现了党全心全意为人民谋福祉的建党初心和奋斗目标。The income distribution is not only directly related to the person’s interests,but also to the social justice.Since the founding,the CPC has always adhered to the purpose of seeking happiness for the people,constantly perfecting the ideology and institution of the income distribution.The ideology guides the institution,which reflects the ideology.This paper summarizes the ideological evolution and institutional change of the income distribution of the CPC in the past century from the historical perspective.About the ideology,it has experienced the transition from the equalitarianism to the efficiency and fairness,and then to the pursuit of fairness and justice in the New Era.As for institution,it has experienced the changes from the single allocation according to work to the coexistence of the distribution according to work and multiple distribution modes.Shouldering the revolutionary responsibility,constructing the economy and sharing development achievements are the summary of the CPC’s exploring the income distribution in the past century,which fully embodies the CPC’s initial and striving goals of building the party wholeheartedly for the people’s well-being.
