乡村基层组织可支配治理资源不足:问题、原因与对策

摘　　要：可支配治理资源是治理能力提升的基础。对河南省17个行政村的调查显示,在乡村公共事务持续增加的同时,乡村基层组织可支配治理资源并未相应提升。这是因为随着我国发展水平及发展格局变化,农业占国民经济比重不断下降,乡村非农产业发展空间越来越小,乡村基层组织获得集体经营性收入与资产性收入的能力均相对下降,同时各级财政投向农村的普惠性与非普惠性政策资金普遍采取技术性分配方式,无法成为乡村基层组织可自主支配的治理资源。为提升乡村基层治理能力,应从挖掘乡村基层经济组织增收潜力、增加可支配公共财政资金两个层面着力,逐步实现乡村基层组织可支配治理资源与治理责任的大体平衡。Disposable governance resources serve as the foundation for the improvement of governance capacity.The survey of 17 administrative villages in Henan province shows that while the rural public affairs continue to increase,the disposable governance resources of rural grassroot organizations do not increase correspondingly.The reason lies in that with the change of China’s development level and development pattern,the proportion of agriculture in national economy decline continuously,and the room for non-agricultural industry in rural areas is getting smaller and smaller.Thus,the ability of rural grassroot organizations to obtain collective operating income and asset income relatively decrease.At the same time,the inclusive and non-inclusive policy funds invested in rural areas by all levels of finance generally adopt the mode of technical distribution,so it is impossible for them to become the governance resources for rural grassroot organizations to dispose independently.In order to improve the governance capacity of rural grassroot organizations,we should make efforts in two aspects:exploring the income potential of rural grassroot economic organizations and increasing the disposable public financial funds,and then gradually realize the general balance between the disposable governance resources and governance responsibilities of rural grassroot organizations.
