“资产为本”视角下贫困乡村资产评价方法研究--以四川省L村为例

摘　　要：随着我国乡村振兴的深入推进,传统“外源”输入式扶贫模式难以从根本上解决贫困乡村的发展问题。现社会各界越来越关注对乡村内生资产的挖掘和应用,以促进其对贫困乡村的可持续发展。科学、系统地挖掘和评价乡村资产是保障乡村未来发展的基础。本文以四川省L村为例,借鉴“资产为本”社区发展理论(Assets-based Community Development),对乡村的物质资产、人力资产、组织资产、文化资产进行分项调研和梳理,运用层次分析法(AHP)构建层次结构模型并进行资产因子的权重计算,从而形成一套完整的乡村资产评价方法。研究表明,乡村资产评价能够很好地帮助人们全面认识乡村内生资产的价值。另外,可利用乡村资产排序揭示出的优势资产实现促进乡村内生发展的目的。With implementation of the rural vitalization strategy,the traditional poverty alleviation policy only can offer the rural poverty assistance to satisfy the urgent needs,but it can never be the ultimate solution.It is clear that this policy should change its original goal.Excavating and then using the rural endogenous assets can improve impoverished rural areas'capability for self-development to achieve sustainable development.The way of assets excavation and evaluation in rural poverty is the basis for ensuring the further development of rural areas.Thus,in this paper,we draw on the theory of Assets-Based Community Development to analyze and sort out of material assets,human assets,organizational assets,and cultural assets separately in L Village within Sichuan Province.In addition,we use Analytic Hierarchy Process(AHP)to construct the framework of the evaluation method,including the processes of hierarchical structure model,judgment matrix,and weight calculation results,to analyze different types of rural assets.Our findings indicate that evaluating rural assets not only helps people fully understand the value of rural endogenous assets,but also helps people use those positive assets to archive endogenous development.
