元治理视域下汉长安城遗址区玉丰村社区治理探究

摘　　要：基层党建引领社区治理是实现制度优势转向治理优势的重要路径,稳定有序的社区治理体系是保证社区稳定运行的基础。我国大遗址地部分社区治理目前还存在自治缺失、积极性不足等问题。本文以元治理理论为指导,通过对陕西省西安市汉长安城遗址区玉丰村乡村社区治理主体、组织制度等方面存在的问题进行剖析,提出基层党建引领社区治理下明确多元主体责权划分、创新社区治理体系等措施,以期为遗址区社区治理提供一定的借鉴。Leading community governance by grassroots party construction is an important way to realize the transition from institutional advantage to governance advantage.Some community governance has problems such as lack of autonomy and lack of enthusiasm.A stable and orderly community governance system is the basis for ensuring the stable operation of communities.Based on meta-governance theory,this paper expounds the problems existing in the governance subject,management and organization mode,and institutional environment of Yufeng Village,and puts forward some measures under the meta-governance theory,such as clarifying the division of responsibilities and rights of multiple subjects,innovating the governance system,so as to provide some experience for the community governance in the relic area.
