摘　　要：碳达峰、碳中和专利预警是通过对相关专利信息的分析,对与能源相关的行业和机构(含企业)技术领航、情报支持、决策制定、行业需求作用的保障和支撑。论文通过对专利预警构成因素、流程、结果、方法的分析,建立专利预警评价方案,采用专利分析、专家评价方法,对碳达峰、碳中和领域的产业现状、发展能力、产业集群进行预警。论文从碳达峰、碳中和产业技术拥有量、技术创新力、产品更新力、产业人才分布等方面进行专利预警分析研究,以此提高碳达峰、碳中和需求预警及对策保障效果。The patent early warning of emission peak and carbon neutrality is the guarantee and support for the role of technical navigation,intelligence support,decision-making and industry demand of energy related industries and institutions(including enterprises)through the analysis of relevant patent information.By analyzing the constituent factors,processes,results and methods of patent early warning,this paper establishes a patent early warning evaluation scheme,and uses patent analysis and expert evaluation methods to give an early warning to the industrial status,development capacity and industrial clusters in the field of emission peak and carbon neutrality.This paper analyzes and studies the patent early warning from the aspects of industrial technology ownership,technological innovation capacity,product renewal capacity and industrial talenta distribution of emission peak and carbon neutrality,so as to improve the effect of demand early warning and countermeasure guarantee for emission peak and carbon neutrality.
