摘　　要：目的构建突发社会安全事件第一响应人现场急救指标体系,为开发相关培训项目提供依据。方法通过文献分析和理论研究构建指标体系和技术清单初稿,使用德尔菲法进行专家咨询。结果两轮专家咨询的有效回收率分别为91.67%和100%,权威系数分别为0.80和0.82,肯德尔和谐系数分别为0.245和0.219,均具有统计学意义(P<0.001),专家意见趋于一致。最终形成的突发社会安全事件第一响应人现场急救能力指标体系包含4个一级指标、11个二级指标和8个三级指标;能力技术清单包含7个一级指标和20个二级指标。结论所构建的能力指标体系和能力清单科学、合理,能够为突发社会安全事件第一响应人的现场急救标准和培训项目的制定及开发提供参考。Objective To construct a competence index system and a skill list for tactical emergency casualty care among first responder of social security incident.Methods A draft of index system and skill list was developed based on literature review and theory study.Delphi technique was employed to revise the draft.Results Response rate of the two round consultations were 91.67%and 100%,respectively.Experts'authority coefficients were 0.80 and 0.82,Kendal's coefficients of concordance were 0.245 and 0.219,and both were statistically significant(P<0.001).The final system comprised 4 first-level indexes,11 second-level indexes,and 8 third-level indexes,and the skill lists comprised 7 first-level indexes and 20 second-level indexes.Conclusion The constructed index system is scientific and reasonable,which can provide reference for the development of standards and training programs of tactical emergency casualty care among first responder of social security incident.
