三次地震救援中应急医疗队的权变管理实践及探讨

摘　　要：目的探讨权变管理在三次地震救援现场的应用,为灾害救援提供参考依据。方法对绵阳市中心医院参与玉树地震、芦山地震及九寨沟地震救援的9支应急医疗队队员的选拔、组配及医疗队救灾现场组织结构、任务分工的调整情况进行整理分析。结果81名队员中有救援实战经验的占比83.96%,有行政职务的占比49.33%;队长均有行政职务,且既往参与地震救援均次数为1.89次;首批医疗队出发时均不明确任务,后续医疗队均明确任务。9支应急医疗队圆满完成三次地震救援工作。结论应急救援过程中,采用权变理论主动适应救援环境变化,适时调整救援方案及人员分配,可取得较好的救援效果。可对应急医疗队队员进行权变管理知识及应用的培训,提高队员的应变能力,为灾害救援助力。Objective To discusse the application of contingency management in three earthquake rescue sites to provide reference for disaster rescue.Methods This paper analyzed the selection and allocation of the members of nine emergency medical teams in our hospital who participated in the rescue of Yushu earthquake,Lushan earthquake and Jiuzhaigou earthquake,and the adjustment of the organizational structure and task division of the medical team in the disaster relief field.Results Nine rescue teams successfully completed three earthquake rescue work.Among the 81 team members,83.96%had practical rescue experience and 49.33%had administrative positions;the team leaders had administrative positions and had participated in earthquake rescue for 1.89 times in the past.The first batch of medical teams were not clear about their tasks when they set out,and the follow-up medical teams were clear about their tasks.Nine emergency medical teams successfully completed three earthquake rescue work.Conclusion In the emergency rescue,the contingency theory is used to adapt to the change of rescue environment and adjust the rescue plan and personnel allocation in time,which can achieve better rescue effect.It can train emergency medical team members on contingency management knowledge and application,to improve their emergency response ability and help disaster rescue.
