摘　　要：本文以中央环保督察为准自然实验,使用2010~2019年中国A股上市工业企业数据,构建双重差分模型实证分析中央环保督察对经济高质量发展的影响。实证结果表明:中央环保督察显著地促进了经济高质量发展,且该结论通过平行趋势检验、反事实检验等稳健性检验后依然成立;中央环保督察对经济高质量发展的影响机制中存在技术创新效应;督察行动显著促进了国有企业与非国有企业的高质量发展,但非国有企业对中央环保督察的敏感性更高;在督察行动中不存在模仿效应,但政策效果在东、中、西3个地区呈现异质格局。中央环保督察对经济高质量发展具有正向的促进作用但政策效果不具有长期性,因此,需要确立中央环保督察的常态化机制并鼓励企业进行技术创新。Taking the central environmental protection inspector as a quasi-natural experiment and uses the data of China's A-share listed industrial companies from 2010 to 2019 to construct a double differential model to empirically analyze the impact of the central environmental inspection on the high-quality economic development.The results show that:the central environmental pro⁃tection inspection has significantly promoted high-quality economic development,and the conclusion is still valid after passing the parallel trend test and counterfactual test;there is a technological innovation effect in the mechanism of the central environmental protection inspection on the high-quality economic development.The inspection action has significantly promoted the high-quality development of state-owned enterprises and non-state-owned enterprises,but non-state-owned enterprises are more sensitive to the central environmental protection inspection.The central environmental protection inspection system does not have an imitative effect,but the policy effect in the east,middle,and west region presents a heterogeneous pattern.The central environmental pro⁃tection inspection has a positive role in promoting high-quality economic development,but the policy effect is not long-term.Therefore,it is necessary to establish a normalization mechanism for the central environmental protection inspection and encourage enterprises to carry out technological innovation.
