摘　　要：根据铁路"十三五"发展规划,目前既有铁路增建二线、电气化改造工程及对既有铁路更新改造工程具有重要意义,铁路营业线施工比重大幅增加。但目前针对营业线封锁施工增加费计费范围暂无明确规定。如何科学确定营业线封锁施工范围,准确计算封锁施工工程数量,是合理确定营业线封锁施工增加费的关键所在。本文根据国家铁路局、国铁集团及铁路局相关规定,结合营业线封锁施工及邻近营业线施工项目的现场施工组织设计,通过现场调研、资料收集及科学分析,合理确定营业线封锁施工范围,为准确计算封锁施工工程数量、合理编制铁路营业线施工工程概算提供指引和支撑。According to the 13 th Five-Year Plan,now it is of great significance for the existing railway’s building the second line,the electrification reform project and the renovation project of the existing railway,which leads to significant increase in the proportion of operating railway line’s construction.However,there is no clear stipulation on the scope of the additional charge for the construction of the operating line’s blockade at present.The problem of how to determine the construction scope of operating line’s blockade scientifically and calculate the number of construction works of blockade accurately is the key to determine the construction increase cost of operating line blockade reasonably.This paper is written based on the relevant regulations of the State Railway Administration,National Railway Group and Local Railway Bureau,combining with the site construction organization design of the operating line’s blockade construction and the adjacent operating line’s construction.Through onsite investigation,data collection and scientific analysis,this paper provides guidance and support for determining the construction scope of operating line’s blockade scientifically,calculating the number of construction works of blockade accurately and compiling the project budget of the construction of the operating railway line reasonably.
