摘 要:为降低受灾群众的痛苦感受,引入剥夺成本来度量受灾群众的痛苦程度,以经济成本与剥夺成本之和的社会成本为决策目标,构建了基于社会成本的应急物资政企协同预置储备优化模型,并将该模型与现有只考虑经济成本的优化模型进行了对比分析。对比结果表明,所建模型只需零增加或小幅增加经济成本,就可以降低受灾群众的痛苦感受,实现经济代价与心理代价的有效平衡,并有效提高应急救援的时效性。In this paper, we introduced the cost of deprivation to measure the degree of suffering of the disaster-affected people, then with the social cost consisting of the sum of economic cost and deprivation cost as the decision-making goal, set up the governmententerprise collaborative emergency reserves optimization model based on the social cost, and compared it with the existing optimization model that only considered the economic cost. The result showed that the model of this paper could reduce the suffering of the disaster-affected people, achieve an effective balance between economic and psychological costs, and effectively improve the timeliness of emergency rescue at no or only slight increased economic cost.
