网络政治学构建的差异性及其技术可能性

摘　　要：网络政治学是政治学在网络时代的新样态,它以网络虚拟空间为环境,以网络技术为支撑,以政治学理论与实践为基础,其研究范围是分析网络技术所引发的社会现象对政治发展产生的可能性影响。政治学为网络政治学的发展与构建限定研究范围,网络技术及其所构筑的虚拟政治空间使网络政治学与政治学在部分研究内容方面既有相似性又有差异性,即网络政治学的国家学研究、公共权力及其权威性价值分配研究、政治关系研究、公共事务研究与政府及其公共政策研究等方面与实在政治学的相关对应研究之间既有相似性也有差异性。二者在研究范畴上的差异性是网络政治学构建的必要性所在。网络虚拟政治空间是网络政治学构建的生态环境,对网络政治学的构建需要对网络虚拟政治生态进行观念与实践两种面向上的技术构建。网络政治学观念面向的技术构建包括网络政治心理、网络意识形态与网络政治价值等内容,其实践面向的技术构建包括网络政治参与、网络政治制度与网络政治治理等方面。观念与实践面向的技术构建关涉了网络政治学研究的宏观与微观、抽象与具象的范畴,网络政治学研究应随网络技术的革新而调适,才能以观念构建促进实践发展,进而推动网络政治生活不断向善。Network politics is a new form of political science in the network era as it takes the network virtual space as the environment,the network technology as the support,and the political science theory and practice as the foundation,and its research scope is to analyze the possible influence of social phenomena caused by network technology on the political development.Politics limits the research scope for the development and construction of network politics while network technology and its virtual political space infuse network politics and politics with similarities and differences in some research contents.In other words,in terms of the research of state science,the distribution of public power and its authoritative value,the research of political relations,the research of public affairs and that of government and its public policy,network politics bears both similarities and differences with real politics in its corresponding fields.The difference in their research category is the necessity of the construction of network politics:network virtual political space serves as the ecological environment,and the technical construction of network virtual political ecology on both the concept and practice as the necessity.The former includes network political psychology,network ideology and network political value,and the latter covers network political participation,network political system and network political governance.As the technical construction of concept and practice is related to the macro and micro,abstract and concrete categories of the research of network politics,the research of network politics should be adjusted with the innovation of network technology,so as to promote the development of practice with concept construction,thus promoting the continuous improvement of network political life.
