摘  要:三峡工程自2003年建库以来,通过科学调度,防洪调度水平不断优化,发挥了巨大的防洪作用。根据三峡水库多年实际调度经验及科研成果,2019年对三峡枢纽调度规程进行修编,防洪调度细则得到进一步优化。依据1881~2015年宜昌站还原流量数据,对比分析了新旧调度规程下三峡水库防洪、发电、航运效益。结果表明,根据新调度规程开展防洪调度,在不增加防洪风险的前提下,水库多年平均拦洪量增加16.36×10^(8)m^(3),其中因中小洪水调度增加7.0×10^(8)m^(3),因城陵矶防洪补偿调度增加9.36×10^(8)m^(3);汛期时新调度规程较原调度规程多年平均发电量可提高1.24%,同时可增加35000 m^(3)/s以下通航时长1.4 d,提高了航运效益。Since the construction of the Three Gorges Project in 2003,the level of flood control bas been continuously optimized through scientific operation,which plays a huge role in flood control.Based on the years of actual operation,experience and scientific research results,the operating regulations of the Three Gorges Project have been revised in 2019,and the flood control operating rules have been further optimized.Comparing and analyzing the flood control,power generation,and shipping benefits of the Three Gorges Reservoir under the new and old operating regulations based on the restored flow data of Yichang Station from 1881 to 2015,the results showea that according to the new operating regulations,the average annual flood interception volume of the reservoir increased by 1.636 billion m^(3),of which 7.0 billion m^(3) was increased due to small and medium flood operation,and 936 million m^(3) was increased by Chenglingji flood control compensation operation without increasing the flood control risk.During the flood season,the new operating regulations can increase the multi-year average power generation by 1.24%,and it can increase the navigation time below 35000 m^(3)/s by 1.4 d,which improves shipping efficiency.
