我国开放政府数据政策的演变和协同研究--基于2012-2020年政策文本的分析

摘　　要：[目的/意义]通过测量和分析我国开放政府数据的政策主体、政策目标、政策工具的协同情况,试图分析其对开放政府数据发展的影响。[方法/过程]通过收集我国2012-2020年省部级以上开放政府数据政策,从政策强度、政策目标和政策工具3个维度设计了政策量化标准,并据此对收集的政策文本进行了量化,构建了政策效力、政策目标协同度、政策工具协同度的度量模型,从时间维度对我国开放政府数据政策协同度进行分析。[结果/结论]分析发现,我国开放政府数据的政策主体协同配合逐渐增加,平均政策效力呈总体增加趋势;政策同类型目标协调一致,目标协同度呈总体上升趋势;不同政策工具的协同存在差异,协同度先增后减。我国应通过提升开放政府数据政策的强度、明确开放政府数据政策的目标、加强开放政府数据政策主体的配合、优化开放政府数据政策工具的配置手段加强开放政府数据政策。[Purpose/Significance]By measuring and analyzing the coordination of policy subjects, policy objectives and policy tools of open government data in China, this paper attempts to analyze the policy synergy and its impact on the development of open government data.[Method/Process]Through collecting data policies of open government at provincial and ministerial level from 2012 to 2020, this paper designs quantitative standards of open government data policies from three dimensions of policy intensity, policy tools and policy objectives, and quantifies the collected policies, and constructs a measurement model of policy effectiveness, policy goal synergy and policy tool synergy. This paper analyzes the coordination of China’s open government data policy. [Result/Conclusion]According to the analysis, the main body coordination is increasing gradually, and the average policy effectiveness is increasing;the policy is consistent with the type of objectives, and the target synergy is on the overall upward trend;there are differences in the coordination of different policy tools, and the degree of coordination increases first and then decreases. China should strengthen the open government data policy by improving the intensity of open government data policy, clarifying the goal of open government data policy, strengthening the cooperation of the main body of open government data policy, and optimizing the allocation of open government data policy tools.
