SCI论文价值的再锚定--兼论如何破解“唯论文”的科技评价弊端

摘　　要：[目的/意义]从目前我国科技发展的现状和阶段性定位看,在高水平的SCI发表论文,依然是一种重要的学术成果体现。但是在以往的科技评价活动中,由于过于注重SCI论文的量化指标,导致SCI论文的学术价值出现某种程度的扭曲,部分偏离了以质量、贡献和绩效为导向的我国科技评价制度改革目标;因此,需要对SCI论文在现阶段我国科技评价体系中的作用、价值和效用进行更为客观的分析和定位。[方法/过程]通过客观分析SCI论文在我国现阶段科技评价改革中的地位和作用,结合改革开放以来,SCI论文在我国科技评价体系中地位的演变,以及我国当前科技评价制度改革面临的挑战,进行较为系统化梳理和分析,对SCI论文的价值进行重新评估和再锚定。[结果/结论]当前我国科技评价改革需要破除“唯论文”等“四唯”或“五唯”问题,其中需要客观对待SCI论文在宏观、中观和微观科技评价中的不同作用和价值,推进精细化的分类评价模式,进一步完善科学、诚信和负责任的同行评议机制和营造愈发积极健康的学术共同体文化。[Purpose/Significance]From the current status and stage positioning of China science and technology development,it is still an important academic achievement to publish papers in international high-level SCI journals.However,in previous science and technology evaluation activities,more attention was paid to the quantitative indicators of SCI papers.The academic value of SCI papers was partly distorted and even deviated from the positioning(quality,contribution and performance)of China's current science and technology evaluation.Therefore,it is necessary to further analyze the status,value and role of SCI papers in the current reform of science and technology evaluation in China more objectively,and re-evaluate and re-anchor the value of SCI papers.[Method/Process]Combined with the historical evolution of SCI papers'status in China's science and technology evaluation system,as well as the challenges and difficulties in China's current science and technology evaluation reform,this paper systematizes and discusses the value of SCI papers.[Result/Conclusion]Regarding current science and technology evaluation reform in China,to break the"paper only""four only"and"five only"problem,also need to objectively treat SCI papers at the macro,meso and micro different role and value in the evaluation of science and technology,promote and refine the classification evaluation model;further,we will improve the scientific,integrity and responsible peer review mechanism and create a more positive and healthy academic community culture.
