摘　　要：煤炭是保障我国能源安全供应的“压舱石”和“稳定器”,目前国际发展形势的复杂多变与国内“双碳”目标的全面实施,极大地提高了我国煤炭工业绿色低碳发展的标准和要求。为加快推动我国煤炭工业在“十四五”时期的高质量发展,分析研究了煤炭工业的发展环境,明确了安全、高效、绿色、协调、共享五大发展方向,指出了提高储运能力、严格风险管控、着力提质增效、注重生态环保、强化科技创新等实施路径,分析了地质勘查、矿权出让、“多规合一”等政策,总结了“十四五”时期我国煤炭工业发展思路并给出了发展建议。Coal acts as the"ballast"and"stabilizer"to ensure China's energy security supply.At present,the complex and volatile international development situation and the full implementation of the domestic policy of carbon peak and carbon neutrality goals have greatly improved the standards and requirements for the green and low-carbon development of China's coal industry.In order to accelerate the high-quality development of China's coal industry during the 14th Five-Year Plan period,the development environment of the coal industry was analyzed and studied,and the five development directions of safety,efficiency,green,coordination and sharing were clarified,and the implementation paths of improving storage and transportation capacity,tightening risk control,focusing on quality and efficiency improvement,paying attention to ecological environmental protection and strengthening scientific and technological innovation were pointed out,and the policies such as geological survey,mineral rights transfer and"multiple regulation integration"were analyzed,and the development ideas of China's coal industry during the 14th Five-Year Plan period were summarized and development suggestions were given.
