摘  要:为推动双重预防机制更好落地,分析了煤矿双重预防机制运行的现状、存在的问题,并提出煤矿双重预防复合PDCA模型。双重预防复合PDCA模型由风险、隐患和体系3个闭环在不同层面上运行构成,并不断提升。指出智能化双重预防是煤矿智能安全的核心,也是双重预防机制的发展方向,阐述了智能化双重预防的基本逻辑与特点以及推广后对安全生产与安全监管监察发挥的重要作用。通过智能化双重预防数据能够同时了解企业安全生产主体责任履职情况和履职效果,并为监管监察部门创新“线上日常巡查+现场精准核查”的监管监察模式提供有力支撑。In order to promote the implementation of dual prevention mechanism,the current situation and existing problems of the coal mine dual prevention mechanism were analyzed,and the PDCA model combined with coal mine dual prevention mechanism was put forward.The model was composed of three closed-loops of risk,hidden danger and system,which were running at different levels and were constantly improving.It was proposed that intelligent dual prevention was the core of intelligent safety in coal mine,and also the development direction of dual prevention mechanism,the basic logic and characteristics of intelligent dual prevention were expounded,as well as its significance to safety production and safety supervision.The intelligent dual prevention data could show the responsibility performance and effect of the entity responsibility of enterprise safety production at the same time,which provided a strong support for the supervision and inspection department to innovate the supervision and inspection mode of“online daily inspection and on-site accurate verification”.
