摘  要:作为全球应对气候变化和低碳发展的积极倡导者与践行者,德国近年出台了一系列政策措施,推动全社会各领域采取切实有效的措施实现低碳转型和可持续发展。大力发展新能源运输装备便是德国交通运输领域减少碳排放的重要措施和主要抓手。在这一过程中,特别注重平衡推进各项技术的试点示范与推广应用,在积极发展电动汽车的同时,高度重视氢燃料电池技术应用,将其作为支撑交通领域难以通过电动化实现脱碳的相关子行业达成二氧化碳减排目标的重要手段。德国经验对我国交通运输行业应用推广新能源汽车、助力实现碳达峰和未来碳中和目标具有重要意义。本文系统梳理了德国推广新能源汽车的政策措施、最新动向、典型做法等,并提出了对我国的经验启示与建议。As an active advocate and practitioner of global response to climate change and lowcarbon development,Germany have put forward a series of policies and measures to promote the whole society and all fields to achieve lowcarbon transformation and sustainable development.Vigorously developing new energy transportation equipment is an important measure for reducing carbon emissions in the field of transportation in Germany.In this process,Germany pays attention to balance the pilot demonstration and application of various technologies.While actively developing electric vehicles,Germany attaches great importance to the application of hydrogen fuel cell technology as an important means to support relevant sub industries in the transportation field to achieve carbon dioxide emission reduction target which are difficult to decarbonize through electrification.The German experience is of great significance to the application and extension of new energy vehicles in China's transportation industry to achieve carbon peak and future carbon neutralization goals.This paper systematically discusses the policies and measures,latest trends and typical practices of promoting new energy vehicles in Germany,and puts forward the experience enlightenment and suggestions for China.
