农村集体经营性建设用地入市收益的分配演化博弈:地方政府角色与路径

摘　　要：自从新《土地管理法》实施以来,集体经营性建设用地入市放开已近半年,现实却并未出现预期的市场效果。集体经营性建设用地入市不仅要求市场机制的高度参与,地方政府更应在其中发挥必要的作用。因此,明确政府在入市活动中的角色定位,是保证入市政策延续和取得良好效益的前提和关键。本文通过构建政府、集体和农民收益分配的演化博弈模型,厘清三者利益和行为的相互作用关系,探究政府在入市过程中角色定位和收益分配比例影响。研究表明,政府在集体经营性建设用地入市过程中应处主导地位,参与收益分配具有必要性和合理性,但应减少入市收益分配获得比例。同时,政府在政策法规层面上均衡集体与农民间收益分配比例,保证收益在集体和农民间公平合理调配。Since the implementation of the new "Land Management Law", the marketization of collective-owned commercial construction land has been carried out for nearly half a year, but the reality has not shown the expected market effect. The entry of collective-owned commercial construction land into the market not only requires a high degree of participation in the market mechanism, but the local government should also play a leading role. Therefore, clarifying the role of the government in market entry activities is the prerequisite and key to ensuring that the market entry policies can continue and reap benefits. By constructing an evolutionary game model for the distribution of government, collective, and farmers’ income, this paper clarifies the relationship between the interests of the three and explores the role of the government in the process of entering the market and the impact of the income distribution ratio. Studies have demonstrated that the government should take up a dominant position when the collective-owned commercial construction land enters the market, and it is necessary and reasonable for the government to participate in its income distribution, though it should reduce the proportion of its income from it. At the same time, in order to ensure a fair and rational allocation of income between collectives and farmers, the government balances the income distribution ratio between them at the level of policies and regulations.
